Canadian Healthcare Agencies Hiring Foreign Workers

A large amount of the hiring has occurred in Quebec, where there is an ongoing shortage of healthcare workers. According to data from the Canadian government, close to 50% of the temporary foreign worker positions authorized in 2023 were in Quebec, even though the province accounts for 22% of the country’s population.

One of Canada’s biggest hospitals, the Centre hospitalier de l’Université de Montréal (CHUM), reports that it employs 141 nurses who were hired via the temporary foreign worker program, which it has been utilizing since 2007.

Alberta Health Services (AHS), which last year hired 74 doctors and 79 nurses through the program, informed CBC News via email that the temporary foreign worker program is among the many they depend on for hiring nurses.

Regarding doctors, spokesperson Kerry Williamson stated that AHS is currently focusing on hiring internationally trained medical graduates as a method to address the shortage of doctors, and that “many” apply for Canadian work permits under the temporary foreign worker program prior to pursuing permanent residency in Canada.

Medicentres Canada, which manages walk-in clinics throughout Canada, began using the temporary foreign worker program about 12 months ago. Samantha Wilk, the firm’s physician services senior manager, explained that they had hired a doctor from the United Kingdom who was having trouble obtaining a work permit, and an immigration advisor suggested that the temporary foreign worker program would be faster.
